Mr. Silver is a shareholder and is the chairman of the firm’s Administrative, Gaming & Government Affairs Department. He has been involved in every aspect of gaming, liquor licensing and regulatory law, as well as planning and zoning matters and transportation law.
Mr. Silver’s representative clients include Gaming Laboratories International, Gaming Partners International, Dubai World, Tuscany Hotel & Casino, The Stephen Siegel Group, Grand Sierra Hotel & Casino (Reno), Applebee’s Restaurants, Bell Transportation, United Coin, and Casino Technology (Bulgaria). He has testified before the Nevada Legislature and U. S. Congressional sub-committees on gaming law issues and has consulted on gaming regulatory matters in several jurisdictions.
Mr. Silver served as a former Clark County Chief Deputy District Attorney heading the Consumer Affairs and White Collar Crimes Division and was the resident Las Vegas Member of the Nevada State Gaming Control Board during the state's tumultuous period of developing regulatory oversight. He also held positions at various resort hotels, such as COO and General Counsel for the Landmark Hotel & Casino, Chief Executive Officer and member of the Board of Directors of the Riviera Hotel & Casino and Senior Vice-President of Marketing for Caesars Palace.
Mr. Silver was also named a Best Lawyers "Lawyer of the Year" for Land Use & Zoning Law, Las Vegas in 2012.
Mr. Silver was recently named a "Lawyer of the Year" designee in both the 2012 and 2013 editions of Best Lawyers in America. He was also named Best Lawyers of America 2013 for Administrative/ Regulatory Law, Gaming Law and Land Use & Zoning Law, Las Vegas. He is regularly listed as one of Nevada's pre-eminent gaming law practitioners by Chambers USA, America’s Leading Lawyers for Business. His name appears among the distinguished attorneys listed in Mountain States Super Lawyers and Nevada Super Lawyers. He is also listed in Woodward & White's “Best Lawyers in America.” The publication recognized him for both his gaming expertise and as the “Nevada Lawyer of the Year, 2011, for Zoning Law.” Additionally, Mr. Silver holds the highest “AV®” classification issued by Martindale-Hubbell®, an independent attorney rating service.
Mr. Silver was selected by his peers as one of the top attorneys in Nevada and recognized in the Nevada Business Journal as a Legal Elite in 2011 and 2012. He was also named one of the Top Lawyers in the Gaming category by VEGAS INC. for 2012.
Mr. Silver has qualified as a Certified Public Accountant in Nevada and California (both now inactive). He has also spoken at numerous IAGA, ABA, State Bar Associations and Nevada Society of Certified Public Accountants conferences. He has lived in Las Vegas since 1955.
