
Mr. Higgins is a shareholder in the firm's Corporate & Real Estate Department and Administrative, Gaming & Governmental Affairs Department. He primarily practices in the areas of gaming, licensing and regulatory law, governmental affairs, and corporate transactional work.
Mr. Higgins’ representative clients include Terrible Herbst, Inc., Herbst Gaming, Inc., Affinity Gaming, LLC, JETT Gaming, LLC, Berry-Hinckley Industries, Nevada Tavern Owners Association, Olympia Management Svc., Village Pub Management, Golden Gaming, Inc., United Coin Machine Co. and Bio Diesel of Las Vegas.
Mr. Higgins served as Executive Vice President - General Counsel for Herbst Gaming, Inc., a multi-jurisdictional gaming company from 1993-2010. His duties involved regular interaction with the Nevada Gaming Control Board and Commission, Clark County Commission and various local municipal governments throughout Nevada, as well as both the Missouri Gaming Commission and Iowa Racing and Gaming Commission.
Mr. Higgins also oversaw governmental affairs for Terrible Herbst, Inc. and Herbst Gaming, Inc., where he was previously general counsel including attending the legislative session in Carson City on a regular basis. He regularly negotiated both land purchase and leases and asset purchase agreements involving the purchase and sale of both operating convenience stores and potential sites. Mr. Higgins also was involved in the entitlement process for all licenses and use permits required for operations.
Barring a Hail Mary pass in Congress in the current lame duck session, a bill to legalize, regulate and tax Internet poker, won't see the light of day.
